In terms of technological import substitution, unlike content substitution, there are still unresolved issues, said Alexander Zolotov, First Deputy General Director for Management, Operation and Network Development of the Federal State Unitary Enterprise Russian Television and Radio Broadcasting Network (RTRS), at the forum.

– At present, a production content writing service broadcasting base has been established in Russia: development and testing of equipment for static multiplexing is underway.
According to the expert, despite the fact that this niche is very narrow, domestic vendors are actively developing it, especially at factories in Tomsk and Novosibirsk.

RTRS began thinking about import substitution back in 2008, when the implementation of the program for the construction of a digital television broadcasting network began, continued the topic the general director of the Orion Group of Companies Kirill Makhnovsky. At that time, only Russian metal structures and a small pool of solutions in the field of television transmission were available. However, by 2018, about 80% of the technological equipment was successfully transferred to domestic production, he noted.

– Russian vendors have proven that they can make TV broadcasting equipment no worse, and sometimes even better, than their foreign colleagues. At present, we have achieved almost complete technological sovereignty in this area, especially in terms of TV transmitters.
All the talk that it is already possible to build entire federal-level media complexes on Russian equipment is, unfortunately, greatly exaggerated, Grigory Uryev, CEO of Sinterra Media, told RSpectr. According to him, the process is underway, and in three or four years this will become a reality.
Grigory Uryev names the lack of integrity of strategy and a tool for coordinating actions as the main blocking factors for quickly achieving technological sovereignty in the TV and media production industry.
In his opinion, large media holdings and federal broadcasters individually and at their own discretion solve the problems of introducing individual Russian products that are not integrated into a single ecosystem, or do not solve them at all.

- This approach does not allow for a return on investment, and the process stalls. The only solution to ensure a breakthrough in the area of import substitution in the media industry is the creation of a media platform for TV production, which will be used by at least three, and better yet, five major federal broadcasters.
but such a platform will have a single core, information security contour and support system, the expert believes. At the same time, specific technological tasks of each broadcaster will be solved individually. Such an approach, according to the head of "Sinterra Media", will allow to recoup investments in development and infrastructure within three to five years, which is quite acceptable.
